The MCA has appointed a panel of experts, including former India fast bowlers Zaheer Khan and Ajit Agarkar, to oversee the program and select the best candidates. The MCA has also partnered with a sports technology company to provide the bowlers with advanced tools and analytics to monitor their performance and improvement. The bowlers will also get exposure to various tournaments and matches to showcase their skills and talent.

- The bowler must be a resident of Mumbai or its suburbs.
- The bowler must have a valid birth certificate or school leaving certificate as proof of age.
- The bowler must not have played any official matches for any district, state or national level teams.
- The bowler must not have any medical or physical issues that may hamper his or her bowling.
