July 30, 2026: Government-backed Electronics Development Fund (EDF) aimed at strengthening India’s electronics ecosystem is flowing overwhelmingly into one state, Karnataka.

Data tabled in Parliament reveals that startups based in Karnataka have emerged as the biggest beneficiaries of the EDF, highlighting the state’s growing influence in electronics manufacturing, semiconductor innovation and deep technology.

The Centre-backed fund, which channels investments through eight SEBI-registered venture capital funds, had deployed Rs 1,335.77 crore across 128 startups and technology companies as of June 30. Karnataka accounted for 90 of those companies, attracting Rs 854.54 crore, or nearly 64% of the total investments.

The concentration is even more striking at the city level. Bengaluru is home to 89 of Karnataka’s funded companies, with only one portfolio company located in Belagavi. The investments span electronics system design and manufacturing (ESDM), embedded technologies, software platforms and other innovation-led businesses.

Of the 128 companies supported by the programme, 77 operate in electronics system design and manufacturing, while 51 are focused on information technology, reflecting the government’s continued push to build indigenous technology capabilities.

Outside Karnataka, the funding landscape looks considerably smaller. Telangana secured the second-largest allocation, with seven Hyderabad-based startups receiving Rs 129.97 crore. Maharashtra’s companies in Mumbai and Pune attracted Rs 142.48 crore, while startups in Delhi received Rs 99.2 crore. Chennai-based ventures secured Rs 62.24 crore, with the remaining investments spread across Haryana, Kerala, Rajasthan, Uttar Pradesh and West Bengal.

The Electronics Development Fund was created as a fund-of-funds, with the government committing Rs 257.77 crore to professionally managed venture capital funds. Those funds have since invested more than five times the government’s contribution, demonstrating how public capital can catalyse significantly larger private investments.

The programme’s impact extends beyond funding. According to the Ministry of Electronics and Information Technology, EDF-backed companies have collectively raised over Rs 22,553 crore in follow-on capital and generated or acquired 373 intellectual property assets, indicating growing commercial and technological maturity within India’s deep-tech ecosystem.

Startups selected under the scheme were evaluated on innovation, indigenous technology development, intellectual property creation, technical expertise of founding teams and commercial scalability, criteria designed to nurture globally competitive technology businesses.

While the EDF has completed its investment phase and moved into portfolio exits, its venture fund partners continue to support companies through their growth journey.

The latest numbers also reinforce a larger trend in India’s innovation economy. Government funding may be national in scope, but the ability to convert capital into scalable deep-tech businesses remains concentrated in a handful of ecosystems. At present, Bengaluru continues to stand well ahead of the rest, strengthening Karnataka’s position as India’s undisputed hub for electronics and deep-tech startups.

The Electronics Development Fund was created to strengthen India’s domestic technology ecosystem, but the latest data shows that deep-tech capital continues to cluster around mature innovation hubs. Karnataka’s dominance reflects the advantages of established startup networks, research institutions and engineering talent, while highlighting the challenge for emerging states trying to build globally competitive electronics and semiconductor ecosystems.
