From 69 to 1,414: J&K Expands Its Startup Ecosystem
SHARE

November 2, 2026: Jammu and Kashmir (J&K) is strengthening its startup ecosystem through university based incubation centres, financial assistance and structured mentoring, as the Union Territory looks to help more early stage businesses move from ideas and prototypes to commercial operations.

The number of startups registered on the Startup JK Portal reached 1,414 as of October 15, compared with 69 during the 2020–21 financial year, according to official data. The increase reflects the expansion of the region’s entrepreneurship base, while the next challenge will be helping these businesses secure funding, develop market ready products and establish sustainable operations.

Under the Jammu and Kashmir Startup Policy 2024–27, four university based incubators have received approval for capital grants of ₹50 lakh each, taking the total allocation to ₹2 crore. The centres are located at Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir (SKUAST-Kashmir), the Indian Institute of Technology Jammu, the Islamic University of Science and Technology and Shri Mata Vaishno Devi University.

The incubators are expected to provide entrepreneurs with institutional support, infrastructure and access to guidance during the early stages of business development. Their presence within universities also creates an avenue for students, researchers and aspiring founders to explore commercial applications for their ideas.

The startup policy, notified in February 2024, is being implemented through the Jammu and Kashmir Entrepreneurship Development Institute (JKEDI), which serves as the nodal agency through its Centre for Innovation, Incubation and Business Modelling.

J&K accelerates Seed funding and mentoring to support early stage ventures

Financial assistance is another part of the programme. A senior official said 27 startups had been sanctioned seed assistance amounting to ₹5.4 crore, with an initial instalment of ₹5 lakh released to each beneficiary.

Eligible startups can receive financial support of up to ₹20 lakh in four instalments. The assistance is intended to cover different stages of business development, including prototype creation, product introduction, market validation and expansion.

For young companies, access to early stage capital can determine how quickly they move from product development to customer acquisition. The phased funding structure is designed to support these requirements as ventures progress through different stages of growth.

Alongside financial assistance, JKEDI has conducted 12 mentoring programmes involving more than 1,300 startups, aspiring entrepreneurs, founders and ecosystem enablers, the official said. These programmes are intended to help founders strengthen their business models, understand market requirements and prepare their ventures for commercial opportunities.

The administration is also seeking to introduce entrepreneurship to younger audiences through student focused initiatives. The Startup Idea Challenge 2025 brought together 5,405 students through 43 district level bootcamps, generating hundreds of business proposals and ideas.

Of these, 255 participants progressed to a two day mentorship workshop conducted with Hyderabad based startup support organisation T-Hub. A further 45 ideas reached the final pitching stage, while 19 winners were recognised at the Annual Startup Mela held in January 2026.

A second edition of the challenge has also been initiated, alongside a junior challenge for participants below the age of 18, widening the programme’s reach among school students and young innovators.

“The initiatives span several stages of entrepreneurship, from introducing young people to business ideas to providing early-stage ventures with funding, mentoring and institutional support,” officials said.

With the number of registered startups rising in J&K, the effectiveness of the programme will increasingly depend on how many ventures progress beyond registration and early stage support to build commercially viable businesses. Access to markets, continued funding, industry partnerships and stronger links between academic institutions and businesses will remain important to the region’s efforts to develop a sustainable startup ecosystem.
