In a significant move towards advancing M2M communication infrastructure in India, the Telecom Regulatory Authority of India (TRAI) has unveiled its recommendations regarding the ‘Usage of Embedded SIM for Machine-to-Machine (M2M) Communications’.

The release, prompted by the Department of Telecommunications’ request, aims to address the evolving landscape of M2M communications, especially with the advent of 5G technology.

The recommendations, following extensive consultations with stakeholders and rigorous analysis, mark a pivotal step in streamlining the regulatory framework surrounding M2M embedded SIM (eSIM) technology. This is particularly crucial as the M2M ecosystem experiences a surge in opportunities across sectors like agriculture, transportation, healthcare, and industrial automation.

One of the primary focuses of these recommendations is enhancing security measures through robust Know Your Customer (KYC) protocols. This emphasis on security is imperative for safeguarding network integrity, preventing fraud, and ensuring the reliability of M2M eSIM systems. Additionally, TRAI has proposed a framework for profile switching of eSIMs and the swapping of Subscription Manager-Secure Routing (SM-SR), offering users greater flexibility and fostering healthy competition within the sector.

The implementation of these recommendations is poised to catalyze orderly growth in the M2M eSIM segment of India’s telecom sector. By nurturing a homegrown M2M eSIM ecosystem, the government aims to stimulate innovation and propel the country towards the forefront of modern M2M communication technologies.

Key features of the Embedded SIM M2M Communication recommendations

  • Mandating conversion of communication profiles on imported M2M eSIM devices into profiles of Indian telecom service providers within six months of international roaming activation.
  • Permitting specific license holders to own and manage Subscription Manager-Secure Routing (SM-SR) in India.
  • Providing flexibility to OEMs and M2M service providers for installing Indian TSP profiles on M2M eSIMs, either through existing foreign SM-SRs or new Indian SM-SRs.
  • Requiring timely integration and switching of SM-SRs upon request, in accordance with GSMA specifications.
  • Restricting the use of 901.XX IMSI series for M2M services in India at the current stage.
