Lucknow, August 28, 2026: With the newly approved UP Startup Policy 2026 the state is widening its financial support for startups under its , with larger grants, matching funding for startups backed by recognised institutions and a major patient capital provision for deep tech ventures.

The policy marks seven key changes in the state’s approach to building its startup ecosystem: higher prototype and seed funding, matching grants linked to institutional investment, patient capital for deep tech companies, stronger support for research and intellectual property, a longer incubation and sustenance period, additional incentives for selected regions and founders, and new infrastructure focused on emerging technologies.

The revised policy comes as states increasingly compete to attract startups working in capital intensive sectors where companies often require longer periods to develop products and reach commercial scale.

According to Alok Kumar, Principal Secretary, IT and Electronics, the new framework includes several provisions aimed at making startup investments more attractive and improving access to capital.

One of the most significant measures allows startups that receive financial assistance from recognised national or international institutions or missions to seek a matching grant from the state. The support can cover up to 50% of the funding received, subject to a maximum of ₹5 crore.

The measure could give startups additional capital for expansion while helping institutional funding support a larger phase of business development.

UP Startup Policy 2026 Brings Higher Support for Prototype and Seed Stage Startups

The policy also raises financial assistance available during the early stages of building a company.

The maximum prototype grant has been increased from ₹5 lakh to ₹10 lakh, while seed funding support has been raised from ₹7.5 lakh to ₹15 lakh. In certain special cases, startups may receive seed funding of up to ₹50 lakh.

The higher limits could be particularly important for founders who are still developing products and have yet to generate the market traction required to attract venture capital.

The incubation period has also been extended from one year to two years. Eligible startups can receive a sustenance allowance of ₹20,000 per month during this period, providing founders with greater support during the early phase of company building.

₹100 Crore Patient Capital Window for Deep Tech

Deep technology companies receive special attention under the new policy.

Startups working in areas including artificial intelligence, robotics, quantum technology, space technology, semiconductors and biotechnology are among those expected to benefit from the deep tech provisions.

Such businesses often require substantial investment over a longer period before they can commercialise their products. Research, laboratory work, specialised equipment, intellectual property development and testing can make the journey from idea to market significantly more expensive than for conventional technology startups.

The policy provides for patient capital of up to ₹100 crore for eligible ventures, creating a funding avenue aimed at companies with longer development cycles.

Startups can also receive matching support of up to 40% for research and development activities, strengthening the state’s focus on companies building technology and intellectual property.

Support for Patents and Market Readiness

The policy also addresses costs associated with intellectual property and quality compliance.

Eligible startups can receive support of up to ₹2 crore for recognised quality certifications and patent related expenses. The assistance could help startups preparing to enter enterprise, industrial or international markets where compliance and intellectual property protection can become significant expenses.

The state is also offering additional incentives to encourage startup activity beyond established urban centres.

Startups operating in Bundelkhand and Purvanchal can receive an additional 50% incentive on prototype and seed capital support, subject to the conditions specified under the policy.

The same additional incentive framework applies to eligible startups founded or co founded by women, people from economically weaker sections, persons with disabilities and transgender persons.

New Deep Tech Infrastructure

Alongside funding, Uttar Pradesh is planning a larger infrastructure network for technology startups.

The policy proposes the establishment of 20 new Centres of Excellence focused on emerging technologies, along with a dedicated deep tech U Hub.

The U Hub is expected to bring together incubation, investment access, industry partnerships, mentoring and advanced laboratory facilities. For companies developing complex technologies, such facilities can play an important role in reducing the cost and time required for product development.

For Uttar Pradesh, the policy represents a shift from primarily supporting startup formation to building a longer funding and development pathway.

The framework now extends from prototype development and founder sustenance to institutional fundraising, research support, intellectual property and long term deep tech financing.

Its success, however, will depend on execution. The real impact of the Startup Policy 2026 will be measured by whether these incentives help more startups move from early experimentation to institutional investment, commercialisation and sustainable business growth.
